Duties

Note: All applicants must currently hold or be able to acquire a UAE residency visa to fill the position. For non-UAE national, the Mission assists in obtaining the required residency visa to lawfully work in the UAE. Ref. to Eligibility Question #2 and Vacancy Question #1: If a non-UAE national has a valid UAE residency visa, they should answer Yes to Eligibility Q#2 and Vacancy Q#1, and attach a copy of residency visa or both sides of Emirates ID.


Basic Function of the Position
:


Responsible for the budget formulation, financial planning, allotment accounting and budget execution for assigned Embassy sections. The Financial Analyst is responsible for servicing a group of large complex operating allotments and agency accounts including but not limited to: Regional Overseas Building Operation support center, Washington-funded Post Language Program, FCS, USPTO, DAO, DoD, CDC and others. The incumbent prepares financial plans and budget requests, supports budget justifications and controls amounts allotted in approved budgets.

Daily, incumbent is responsible for managing budgets with an annual average amount of $ 6.6 million dollars. In addition to managing the budgets for the current year, the incumbent must also track prior year funding for up to five years.

Financial duties performed by this incumbent include:

  • Management of budget portfolios: which includes forecasting 2 years in advance (for information used in the Mission’s Resource Request), 1 year in advance and current year budget formulation (including coordinating with Non serviced agencies for planning budgets), current year budget execution.

  • Unliquidated Obligations monitoring and evaluation (ULOs): Includes coordinating and providing working guidance to GSO teams throughout the Mission, A/LM/AQM, and others to confirm the validity of ULOs, coordinating and ensuring proper justification for de-obligations.

  • Provides Appropriation Law guidance to Serviced Agencies and Non serviced agencies.

  • Provides Standardized Regulations guidance to Serviced Agencies and Non-serviced agencies.

All financial analysts must understand and be able to cover ALL other portfolios with the FMA in cases of leave, training, other absences and provide surge support during periods of excessive operational tempo (e.g. End of year, budget reporting cycles etc.) in addition to individual portfolios.

EXPERIENCE:
A minimum of three years of experience in accounting or finance required.

Education Requirements:

University degree in the fields of accounting, business administration, economics, finance, or management required.

LANGUAGE: Level 4 - Fluent in English (Speaking/Reading/Writing). (This may be Tested)
