Job Description: Procurement Manager
**Location:** Dubai
**Experience:** Minimum 15+ years in Procurement with Tank Farm Project Experience
**Availability:** Immediate joiner preferred
**Key Responsibilities:**
- **Procurement Strategy:** Develop and implement procurement strategies specific to tank farm projects, including naphtha and crude tank projects.
- **Vendor Management:** Identify, evaluate, and manage relationships with suppliers and contractors. Ensure vendors meet project specifications and quality standards.
- **Sourcing and Purchasing:** Oversee the sourcing, purchasing, and delivery of materials and equipment required for tank farm projects. Ensure timely and cost-effective procurement.
- **Contract Negotiation:** Lead negotiations with suppliers to secure the best terms and conditions, including pricing, delivery schedules, and service agreements.
- **Risk Management:** Identify potential risks in the supply chain and develop strategies to mitigate these risks. Ensure contingency plans are in place.
- **Cost Control:** Monitor and control procurement costs, ensuring adherence to project budgets. Implement cost-saving initiatives without compromising quality.
- **Compliance:** Ensure all procurement activities comply with legal, regulatory, and company policies. Maintain up-to-date knowledge of relevant regulations and standards.
- **Quality Assurance:** Collaborate with quality control teams to ensure all procured items meet the required standards and specifications.
- **Reporting:** Prepare and present regular reports on procurement activities, including status updates, cost analysis, and performance metrics.
- **Team Leadership:** Manage and mentor a team of procurement professionals, fostering a collaborative and high-performance work environment.
**Requirements:**
- Minimum of 15+ years of experience in procurement, specifically within oil and gas projects.
- Extensive experience with tank farm projects, particularly naphtha and crude tank projects.
- Proven track record of managing complex procurement processes in the oil and gas industry.
- Strong negotiation, analytical, and problem-solving skills.
- In-depth knowledge of supply chain management, procurement best practices, and relevant industry standards.
- Excellent communication and interpersonal skills.
- Ability to work under pressure and manage multiple procurement activities simultaneously.
**Preferred Skills:**
- Experience working in the UAE or GCC region.
- Familiarity with FIDIC and other standard contract forms.
- Strong leadership and team management abilities.
- Proficiency in procurement software and systems.
