BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetime. To support this mission, WFP Fleet Centre (FC) in Dubai is mandated to centrally set the global standards for and manage the light and Armoured vehicle leasing operations to enable effective, safe and efficient fleets in all WFP offices. The vehicle leasing & insurance service is complemented by world-class expertise and technical assistance in fleet management, fleet systems support, disposal, and driver and fleet management training. In addition, having one of the largest humanitarian light vehicle fleets, WFP is also spearheading collaboration
efforts within the wider UN System to facilitate UN agency access to more effective and safer vehicles and to realize efficiency gains.
PURPOSE OF THE ASSIGNMENT
Under the supervision of the Fleet Systems and Fleet Optimization Officer, the incumbent will work closely with Fleet Center Units to manage the Vehicle Tracking System (VTS), ensuring its optimal performance and alignment
with business requirements for data analysis and reporting. Key responsibilities include overseeing VTS stock management, addressing technical issues, updating system records, and supporting country offices with
technical assistance. The candidate will also develop system upgrades and reporting solutions to present VTS data in ways that support better decision-making for fleet management. This role requires a highly organized,
independent team player with strong knowledge of VTS systems and technical expertise.
Salary: Starting from AED 19,381.86 per month (inclusive of pension), plus medical insurance and other entitlements.
Duration of Employment: 12 months with possibility of extension
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of Fleet Systems and Fleet Optimization Officer, and the incumbent will have the following responsibilities:
1. Manage VTS device stock as per the SOP this includes creating the stock orders in FMS, following up the order with the supplier, arranging verification and recording incoming and outgoing units in FMS.
2. In case of faulty devices inform the supplier and ensure timely rectification or replacement of faulty units as per the VTS stock management SOP.
3. Allocate, issue and update all the VTS device and related information in all FMS relevant modules.
4. Monitor post-installation validation of all VTS devices and compile the report and update the VTS data base.
5. Follow up the airtime subscription timely payment and update the relevant records in FMS and prepare a monthly report for invoice verification.
6. Timely address VTS support requests received through the fleet portal or other channels and ensure prompt provision of necessary technical assistance to the COs, this includes the timely action of activation and deactivation of the airtime subscription.
7. Prepare Monthly VTS Support performance report with clear KPIs to ensure the promptness and effectiveness of the VTS support using tracking tools.
8. Setup VTS user accounts ensuring the COs have appropriate and smooth system-access to use VTS platform.
9. Update, maintain and compile of VTS devices statistics in database and ensure timely update of data in FMS and periodic reconciliation of the two VTS platform and the FMS.
10. Produce periodic VTS reports to evaluate and optimize fleet utilization and performance.
11. Provide ongoing support on the creation and adjustment of alerts, geofences, point-of-interests based on operational requirements from users in the Country offices.
12. Assist in configuring driver ID databases, generate quarterly driver ID use compliance reports, and provide corrective action recommendations.
13. Generate regular reports on VTS devices technical issues, such as non-transmission statuses and other technical faults. Provide technical support and guidance to enhance the effectiveness of VTS technicians in supporting the CO focal persons in WFP offices, to improve the overall functionality and transmission efficiency of VTS devices.
14. Perform any other duties as requested by the immediate supervisor.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- Secondary education or other relevant disciplines. A post-secondary certificate in the related functional area. University/college diploma in engineering, automotive technology, or electronics is desirable.
Experience:
- At least 5 years of working experience as administrative support assistant within similar job in the relevant field with effective action management to plan, coordinate and prioritize multiple tasks.
- Working experience on writing the analytical reports and presenting the facts with good command of the English Language.
- Comprehensive understanding and excellent working knowledge and working experience with WINGS II or equivalent ERP and MS Office (Word, Excel, PowerPoint and Outlook). Especially strong ability to work with Microsoft Excel and Access (Relational Database Management System) are required.
- Deep knowledge and working experience on Vehicle Tracking System.
- Has provided coaching or training to other staff members within area of expertise.
Languages:
- Verbal and written fluency in English (proficiency/level C) is required. Second UN Language (French, Arabic or Spanish is desirable)
