We have partnered with a global leading construction consultancy business. Their head office for the region is based in Dubai, however this role will be site based, across the UAE. We need candidates who will be flexible with location. This role is site based reporting to the Regional Directors. Pre Contract.

Responsibilities



- Providing accurate cost advice and reporting to our clients

- Delivering projects, commissions and professional assignments

- Assuming a leading role in setting objectives and priorities, working as a proactive team player

- Maintaining effective communication to ensure all information is available for the successful completion of projects; liaising with other managers to ensure efficient financial control

- Undertaking cost management services with limited supervision

- Delivering all work outputs in an accurate and timely manner

- Providing support to the team leader/service leaders in cost management of projects

- Representing the company in a professional and diligent manner; meeting, negotiating and corresponding with clients to form strong working relationships

Qualifications



- BSc in quantity surveying

- Member of the Royal Institution of Chartered Surveyors

- A minimum of ten years technical delivery experience gained within a global consultancy firm

- Pre and post-contract experience

- Middle East experience

- Good technical writing, client-facing and communication skills

- Well-organised, diligent, proactive, assertive, well-disciplined and commercially astute

- A team player with a can-do attitude, outgoing, polite, patient, diplomatic, personable, respectful and flexible

Salary package is AED 35,000 per month

Experience



Previous experience within the design and construction phases of projects is required. Previous experience in a single or multiple project.



Qualifications/Skills



A civil or construction related degree is required. MRICS qualification desirable



Representation

Time Management



Given the nature of the types of projects Compass delivers for its clients, you will likely direct and work on several projects simultaneously. To be an effective project leader across multiple projects you must have good time management. This means arranging all stakeholders effectively, planning meetings in advance, assessing and prioritizing tasks, committing to the most efficient timeframes possible without overcommitting, motivating your team to comply with your time management requests and sticking to all timeframes set.



Cost Planning



Following project award, you shall complete project cost planning including establishing project budget, identifying commercial and cost risks, establishing cost management project programme and identifying all activities and parties responsible.



Risk Management



Prior to project commencement, you shall ensure commercial risks are identified, mitigation measures put in place and residual risks are communicated to the Client. During the Procurement and Construction Phase you shall monitor contractor performance to ensure cost risks and project variations are being appropriately managed.



Design Management



Provide cost advice generally during design development including carrying out cost comparisons of alternative designs or construction solutions as necessary or as requested by the Client and/or Lead Consultant to ensure that the design brief is effectively implemented within the allocated budget and value engineering options are presented and considered when the design is over budget.



Procurement Management



You shall assist with the procurement phase by providing advice, recommendations and



undertake tender pre-qualifications, interviews and contractor selection recommendations



including identifying a shortlist of contractors, prepare draft commercial tender documentation, answer commercial tender queries, perform commercial tender evaluations, tender reporting and issue recommendation, prepare and submit to the Client and/ or Lead Consultant for review purposes draft contract documents and issue final version of the contract documents to the Contractor and the Client for execution by the both parties. You shall be responsible for the management of the Contract registers, independently, or with assistance from the Compass team.



Contract Management



You shall manage the execution and administration of contracts, including measuring



performance against contract, issuing notices in accordance with contract requirements, managing payments in accordance with contract requirements, managing changes in accordance with contract requirements, managing disputes and resolutions in accordance with contract requirements.



Cost Management



You shall maintain the Projects Cost Register, including tracking budgets, tracking variations, tracking payments and reporting budgetary information back to the client. Assist with final account close out and oversee warrantee and retention releases on project close out.



Stakeholder Management



You shall maintain the Project Stakeholders register, including identifying all Project Stakeholders, their role, their involvement and their requirements to ensure all Stakeholders are managed accordingly.



Communication Management



You shall Chair the Project Meetings as required including taking minutes, confirming action items, parties responsible and timeframes and distributing minutes within 48 hours of the meeting. You



shall develop and distribute of weekly progress reports to the Client.



Business Development



To assist in securing repeat business, you shall ensure that the Client you are servicing is always satisfied with the service being provided. Any issues with the level or quality of services being provided must be communicated back to the Partners immediately so corrections can be made. Compass strives to become to sole service provider for all its Clients. To assist in securing new business you shall use your best endeavors to seek out new opportunities within the market and actively promote the company to potential Clients. You shall maintain an up-to date Company CV ready for distribution to Clients.
