S3 International (S3I) is seeking an Executive Director to manage its Commercially Registered (CR) subsidiary in the Riyadh, Saudi Arabia, and to assume lead responsibilities for advancing its S3I’s service opportunities portfolio in the Kingdom of Saudi Arabia (KSA).
Responsibilities:
The Executive Director plans, directs and formulates policies, sets the unit strategy and provides the overall direction of assigned enterprises/organizations for the development and delivery of products or services. The Executive Director is responsible for profit and loss operations of the currently registered CR (S3 Arabia [S3A]) and other emerging programs in his portfolio. These programs include supporting US Government Foreign Military Sales and direct contract sales operations in the KSA. He is responsible for health, welfare, and security of the S3A employee population performing permanent duty single and multiple year rotations and temporary duty assignments in the Kingdom. The Executive Director likewise is responsible for integrating new awarded opportunities either into the existing CR or to develop branches or other CR subsidiaries as warranted by Saudi law and US best business practices.
The Executive Director also ensures the training and certification of the S3A work force as appropriate. Supervises business expansion efforts in the Kingdom as well as S3 Arabia with the CR General Manager reporting directly to the Executive Director. The Executive Director reports directly to the President of S3I, the parent company for all Saudi based operations, and coordinates with S3 International Business Developers.
The Executive Director is responsible for responsible for developing S3A's long-term strategy and business plans with the S3A General Manager and the subsidiary’s Board of Directors. The Executive Director focuses on expanding opportunities, teams, partnerships, Joint Ventures, and prime / subcontracts overseas. Other specific duties include:

1. Cost Estimation: Prepare accurate cost estimates for infrastructure projects based on
drawings, specifications, and other relevant documents.
2. Budget Management: Develop and maintain project budgets, monitoring expenditures
and ensuring they align with approved budgets.
3. Tendering: Manage the tendering process, including issuing invitations to tender,
evaluating bids, and negotiating contracts with suppliers and subcontractors.
4. Contract Administration: Administer contracts, including verifying quantities and
prices, assessing variations, and processing payments.
5. Risk Management: Identify and assess financial risks associated with projects,
implementing measures to mitigate risks where possible.
6. Value Engineering: Collaborate with design teams to optimize project costs while
maintaining quality standards.
7. Progress Reporting: Prepare regular reports on project costs, forecasting future expenses
and highlighting any variances from budgeted costs.
8. Change Management: Manage changes to project scope, assessing their impact on costs
and negotiating adjustments with relevant parties.
9. Claims Management: Evaluate claims for additional payment from contractors and
subcontractors, ensuring they are supported by appropriate documentation and justified.
10. Dispute Resolution: Assist in resolving disputes related to project costs, providing expert
advice and supporting evidence as required.
11. Quality Assurance: Ensure compliance with relevant standards, regulations, and
company policies in all cost-related activities.
12. Client Liaison: Maintain regular communication with clients regarding project costs,
addressing any concerns, and providing updates on financial matters.
13. Team Collaboration: Work closely with project teams, providing cost-related support
and advice throughout the project lifecycle.
14. Continuous Improvement: Identify opportunities for process improvement in cost
management practices, implementing changes to enhance efficiency and effectiveness.
